Allows for more/better wildcard matching in viewable and testable file types and download-events (e.g. "tar.gz" or "tar.*"). This solves the "double-dot" problem in some file types/extensions. An implicit "*." is prepended before the configured file type/extension.

Sometimes files uploaded may have the wrong case in the filebase (a different unresolved issue), but for instances where that has happened, make those files viewable in sbbs. This really only impacts target OSes with case-sensitive file systems (e.g. *nix).

Now archive.js can be installed as a sort of "fall-through" file viewer (rather than listing all the supported/possible archive extensions as separately viewable file-types): File Extension * Command Line ?archive list %f

Now, just 'E', then 'D' from the batch flag prompt has you editing a file description - rather than going through all the prompts for uploader name/date, etc.

This won't impact Synchronet as it has a separate signal handling thread, but we still need to behave properly for processes that don't. I'm also saying that ENOMEM does not indicate a disconnection, though it may be better to pretend it was disconnected...

Most of the copyright years in the source code were misleading (the date of most recent publish was actually later) and all were unnecessary. I've been removing copyright years piecemeal, for a long time, but I decided it was time to just perform a bulk search and (mostly) replace. In some cases, I left old copyright years on files that either are not used (and soon to be removed) or obsolete and unlikely to ever be touched again (e.g. Win9x FOSSIL VXD). Some of the runtime binaries still contain copyright years and those were updated to 2018.

Added HOST and IP keywords to allow restricted access/privileges to/for specific remote hostnames or IP addresses (wildcards allowed). All string-argument type ARS keywords (e.g. SHELL, PROT, etc.) now support .can style wildcards. The current remote client is now used for protocol, host, and IP ARS checking, when available, so this requires passing the client pointer around (which explains why so many files are touched by this change) and takes care of a long standing to-do item (the user's 'modem' value was used for the PROT value checking, which was not always correct).

changed FileNotThere text.dat entry to FileDoesNotExist which displays the file path. Now check if the directory exists before checking the available disk space before allowing file uploads and report the correct error (using DirectoryDoesNotExist) if the directory is missing (a common mistake). Overhaul viewfilecontents() - wow, I can't wait to re-write all of this moldy filebase code!
