Edit Subject Feature

Feature Suggestion:

An option in the Operators Menu to allow the SUBJECT of a message to be changed. This would allow the SysOp to change the subject to something more apropriate, when a thread drifts off-topic.

As an alternate, allow all users to do this similar to the "User Can Edit Posts" and "User Can Delete Posts" options, Yes/No/Last.
