The Clans InterBBS turnarounds are too quick

Classically, an InterBBS attack would take at least one day, and often two. This meant you wouldn't want to commit your whole army, and there was some strategy there. This also prevented you from attacking literally everyone every day.

This also impacts many of the other IBBS things, they should likely take twenty-four hours instead of being instant.
