freq: auto add directories from specified libraries.

Per irc discussion. Auto add directories from a list of libraries.

Also, add freqitcfg option to add all directories from a library. This will enable the sysop to mass add directories and then remove those such as user to user and sysop uploads rather than manually adding them.
