Fido points should be able to read/write to subs without them being set to "Gate between Net Types" in SCFG

As it is right now, SBBSecho won't export from subs that are configured for another network type (e.g. QWK, USENET), regardless of the node number being exported to, if the sub-board isn't configured to allow gating between net-types. For points, there should be an exception.
