suppress output on file config menu

Thought I'd throw this past you first. I don't mind making the changes or you can.

It doesn't seem necessary to tell the user "batch flagging in file listing is now: ..." since it's reflected in the menu. Suggest only displaying if in expert mode as confirmation when no menu is displayed. Same for extended descriptions.
