FTP Bandwidth Cap

From Newsgroup: alt.bbs.synchronet

I dont know if i suggested this before, but it would be nice to be able to set the MAX upload/download speed for the ftp server.

maybe even have a different set of rules per security level, but that may be overdoing it.

for a while i was using a program to limit my bandwidth per protocol.
