ftpsrvr: FTP LIST command with pathname does not work correctly in root directory

ftp> ls vert.qwk
200 PORT Command successful.
150 Opening ASCII mode data connection for /bin/ls.
450 No files

Similarly, wildcard pathnames don't work right when in a file library (or the root).
