Convert Ctrl-A to Ansi in sbbsecho for outgoing mail if allowed by echo

This is a follow up on a suggestion of converting Synchronet Ctrl-a codes to ansi codes in sbbsecho for echos that allow color so other BBS packages can interpret the codes and it will be readable.
