cnf to ini hot keys is broken

Prior to conversion: [Global Hot Key Events] 1: Ctrl-R ?privatemsg.js 2: Ctrl-P ?privatemsg.js 3: Ctrl-U ?nodelist.js -active

After conversion: xtrn.ini shows [hotkey:18] cmd=?privatemsg.js

[hotkey:16] cmd=?privatemsg.js

[hotkey:21] cmd=?nodelist.js -active

However that isn't what scfg is showing

The BBS responds to ^P and ^U but gives unrecognized command with ^R or ^Q - Not sure fi they need to be in the menu, but anyway, scfg and xtrn.ini don't agree.
