v320a_dev add ircd.rehash to mqtt topics

Allow sbbs to receive an ircd.rehash mqtt message that'll touch /sbbs/ctrl/ircd.rehash since the ircd will listen for this running standalone. As discussed on ircd, it may be desirable for the sysop to be able to touch any file.
