Replace hard-coded new user signup (sbbs_t::newuser()) with a loadable module (script)

Sysops should have more freedom with new user registration ordering and logic. exec/newuser_signup.js is a proof of concept script created by Deuce but is now out of date/sync with newuser.cpp and incomplete.
