ssl.cert is no longer created when starting sbbs

If you shutdown sbbs, remove both ssl.cert and cryptlib.key then run scfg and change the system password, exit and re-run sbbs cryptlib.key is created but ssl.cert is not. Tried on both rpi and linux with latest build.
