UTF-8 in nntp and web displays incorrectly

While UTF-8 on the BBS displays wonderfully with a UTF-8 capable client:

Reading the same message via Synchronet's NNTP or ecWebv4 has different (but similar to each other) results:

Not sure if anything can be done here, but it may be worth looking into.
