Users unable to receive emails when the M restriction is applied

The M restriction described as:

| M | Networked Mail | User cannot send networked mail (NetMail) of any kind (QWK, FidoNet, or Internet) |

Presently this restriction also stops users receiving emails rather than just stop sending emails.

Could a change be made to allow receiving of emails when the M restriction is set?
