mods/text/answer.msg not being read instead sbbs loads text/answer.msg

According to https://wiki.synchro.net/dir:mods mods/text should take precedence when a file exists in both text/ and mods/text/ however answer.msg is being read from text/ with the mods/text/ version being ignored.
