New user "no Ex-ASCII" mode flag is lost during new user logon

e.g. during new user registration:

User Settings for Ascii Test #1030:

[T] Terminal Mode                : Auto US-ASCII / ANSI (color)      

but once fully logged in:

User Settings for Ascii Test #1030:

[T] Terminal Mode                : Auto CP437 / ANSI (color) 

This happens in v3.20 as well as v3.21.
