DDMsgReader & SlyVote: SMB msghdr netattr MSG_* -> NETMSG_* changes; try to be backward-compatible. Removed unused ones. DDMsgReader: More checks in the while loops to see if the user is still online.

When upgrading to Synchronet 3.20, ensure the SlyEdit sttings are correct, including the "Support UTF-8 Encoding", and ARS as "ANSI AND COLS 80"

DDLightbarMenu: If printing for UTF8, the text length may end up too short, so need to fill in the rest of the menu width (with either blank or highlighted attribute)
