Only re-loads configuration or recycles server if event_thread doesn't have the

event_thread_mutex locked
- now waits until synchronous events have completed while still serving clients.
Now uses local temp_dir specified in startup structure or event thread (optional).
No longer chops off the last char of the temp dir before calling md().
