Created pkt_to_msg() function to export netmail from .pkt to .msg file.

Bugfix: netmail destination address should be checked, even if from .pkt file
(this bug introduced in rev 1.121).
Netmail received via .pkt file for the wrong address is now exported to .msg
format (to be picked-up by or packed for a downlink, presumably).
