Telnet/RLogin and Services servers now have configurable JavaScript operating

parameters (in startup structure): context stack size, branch limit, yield
interval, and garbage collection interval.
FTP and Web servers now have configurable context stack size.
Moved ini field string constants to sbbs_ini.h.
