Fixed bug in fmsgtosmsg(), was looking for incorrect FLAGS kludge line syntax.

export_echomail() now automatically generates MSGID, REPLY, and PID kludge
lines or uses the originals if they exist; FLAGS and unrecognized kludge lines
are also added to exported messages.
