Re-synchronize the SYS_* variables with the SM_ macros from sbbsdefs.h

- Elminate unused values: NOBEEP, REQ_PW, L_SYSOP, QVALKEYS, and ERRALARM
- Added: AUTO_DST and NONODELIST
Addresses issue raised by Alterego (ALTERANT)
