Added support for special Synchronet NT Service control codes:

MUTE, UNMUTE, SYSOP_AVAILABLE, and SYSOP_UNAVAILABLE
(used to toggle these option bits from sbbsctrl).
Bugfix: web and services servers can now be muted/unmuted via sbbsctrl.
