Bugfix: don't log error if can't read lastprepack time from time.dab.

Bugfix: flagging a node for "re-run"  (e.g. when saving changes in SCFG)
recycles the server , rather than just reloading the .cnf files.
This fixes the problem with JS events not running (even crashing) after a
rerun/reload without recycle.
