Fixed CPU-hogging bug introduced in 1.153 (2006!, v3.14a) caused by setting the

semaphore file check timer to the sem_chk_freq value (sbbs.ini
SemFileCheckFrequency) in milliseconds rather than seconds, so this caused
the sem file check timer to run continuously with file existence checking.
Eliminated some old disabled (#if 0) code.
