Add a needs clause to the jsexec smoketest job

jobs in the 'test' stage are supposed to run only after all jobs in the 'build'
stage so I don't understand why this would be needed, but I'm getting pipeline
failures with it trying to run this test before building anything. Or maybe its
something else (no artifacts?).
