Whoops, apparently MsgBase.cfg.operator_ars is not good enough unless operator ARS has been set explicitly on a given sub.
Will allow non-email deletion only for user #1 for the time being, to be revisited later.

Note to self: these functions can probably just return the desired output string - not sure if the boolean return values are being used anywhere.  Would make things less derpy.  Nobody cares.

to rename it - the file date/time comparison logic was backwards and was trying
to rename the file only if it was *less* than 48 hours old (and could in
theory still be in transit).
2. If the unpackable bundle file was more than 48 hours old, SBBSecho would
continuously and indefinitely try to unpack it consuming CPU cycles and
generating log output. Forever.
