Many dynamically-generated (e.g residential) hostnames are much > 30
chars. And we can now increase user.tab fields fairly arbitrarily, so
let's. :-)

Also rename LEN_COMP to LEN_HOST. Some day I'll change all the user_t
comp references to 'host', but not today.

Turned of "Use dynamic RTL" and "Build with runtime packages" under
Project options.

This should resolve the UserEdit.exe runtime issue reported by Diamond Dave
via DOVE-Net.

This is pretty much a direct port using the *almost* exact same
form definition file, except:
1. Uses sbbs.dll for common functions
2. Read config file (main.ini), so now needs SBBSCTRL env var set
3. Some minor improvements, like hour-glass cursor while searching
   and re-reading/loading/displaying the user data when any changes
   are saved.
4. Supports the v3.20 user base (obviously)
5. Flags nodes in-use by modified users with the UDAT node flag

Some old bugs (e.g. the user credits were read/written from the old/wrong
byte-offset) are no longer relevant.

Added more user flag definitions (not currently used here).

If the user.dat file is already opened in deny-none mode (as is the norm),
another process (e.g. useredit.exe) cannot simultaneously open it in exclusive
mode.

New Features:
- Multiple bindings for each service
  Use comma-separated interfaces on Interface= lines in the ini file.
  Default is now "0.0.0.0,::"
- IPv6 support
- TLS support for the webserver and (non-static) services
  New TLS option in services.ini (ie: Options=TLS)
- Decrease LEN_SCAN_CMD to 35 chars, increase the CID field to 45 chars,
  and rename the MAIL_CMD string to IPADDR.  I think this frees up the
  note field for SysOp use.

Updated copyright date and version numbers.

Changes to note field weren't being saved.
Changes color of user status field for deleted (red) and inactive (yellow) users.
