Changed Edit CFG files to Edit CFG/INI files and added sbbs.ini and
services.ini since newer versions use it.  May take out services.cfg
later.

.ini files are in .ini format, .cfg files are in whatever format seemed like
a good idea at the time.

Eventually, all the cfg files will be replace with an ini file.
