Add padding between unpadded cells in sub-tables.

Added css because IE likes to center align the <pre> container due to earlier centering.  (Why is it aligning a <pre> tag anyways?)

HTML 4.01 Compliant (if <DIV> tag is removed from js_global.c if not only ansi encoded messages fail testing)

Replaced <font> tag with ccs class (to ensure IE renders correctly - was centering <pre> tag)  Fixes HTML 4.01 error due to font tag.  ansi2html conversion still breaks HTML 4.01 but only with <div> tags x 2.

Added css file for HTML 4.01 work arounf for <font> tag problems with <pre> tag.  Future use of css possible.
