Changed Exit and Save to CTRL-Z

I am not completely opposed to changing some keybindings.  However, the current
ones fall into three catagories:
1) "Keepers" ones that I like and would need a very good reason to change.
2) "Lukewarm" ones I understand but don't particularily like very much.
3) "Changers" ones I would change in a heartbeat if I had an alternative.

The breakdown is as follows:
Keepers:  ABCEFGHIJLMRW
Lukewarm: VXY
Changers: OQU_

The reason X and Y are in lukewarm instead of changers is that PgUp/PgDn should
be both close together and enterable with one hand in my opinion.

The following CTRL keys are currently unused: DKNPT\

CTRL-Q and CTRL-S I do *not* want to use without alternates as they are the
Xon/Xoff chars used in flow control and are sometimes impossible to send from
a terminal.

I am open to suggestions.

Fix PgUp binding.

Quoter is invoked automatically when replying and can be re-invoked with
CTRL-U

Next up... a usefull UI, help, docs, etc.

PathInfoIndex parameter is set to true in a webctrl.ini file.

Display build year as copyright year.
Display help when any unrecognized option is passed (e.g. "help", "-?")
Options may be prepended with (one or more) dashes or slashes, or not.
Added "clean" cmdline option: replaces 'dpclean' functionality (used as
"clean-up command line" in SCFG).
Removed unused variables (reported by msvc6).
Added short delay when exiting, to make sure "Returning you to <bbs name>"
is displayed.

* Don't apply subject filter to messages from authenticated users (this should
  probably be configurable).
* Don't send notification telegram for mail received from DNSBL-listed servers.

strtok_r() function.

Note that on Solaris, strtok() is MT-safe.

CRTLs.

I'd like to be able to take a Date object here to, but I'm not sure how to
do that.

no script filename, or if a *function* object was specified for the scope

Document the cwd global variable.
