unified log file creation

create an API to (optionally) log each server/service (with a mask) to specific folder/file spec.

With built-in rotation/purging?

This API would be used by sbbsctrl, sbbscon, and sbbsNTsvcs to update log files automatically.

Note: systemd should handle this for linux deploys with a systemd agent/daemon configuration.

fopenlog() and fcloselog() were created and now being used for several sbbs-created logs.
