/kill craps out the server

When trying to issue a /kill to a user on a remote server from the ircop, it ends up killing the local server. I think the intent is to kill the local op that tried to do a remote kill. Would prefer a "Remote kills are not permitted" type of message. Personally, I'd still like to kill people remotely :)
