Disable DOVE-Net by default (maybe don't even have the sub-boards pre-installed?)

A new install tries to make a DOVE-Net call-out to Vertrauen. Let's cut down the noise by at least disabling the QWKnet hub (there currently is no such "disable" option), and/or just remove it from the default config but make it trivial to add/install through a script.
