Downloading blank body messages with pop3 is not possible using apple devices

When a sysop is paged, an email is sent to the sysop, however this message has no body which causes apple products to ignore / not display those messages in the inbox.

Could we find a fix to this issue please, so that emails with a blank body when downloaded by an apple device are able to be displayed?
