Synchronet IRC services uses RAKILL to remove any previouslly

added AKILL. This would mean the K:Line would live forever on the local irc server even if the AKILL is removed. If server admins don't wish to update, it's highly recommended they take the RAKILL from exec/load/ircd/server.js and add it manually.
