Add addinional header options

topuldl_upload_download_headers into master

Allow the sysop to create topuldlupheader.asc and topuldldownheader.asc in /sbbs/text and it will overwrite the built in [ TOP UPLOADERS ] and [ TOP DOWNLOADERS ] built in header.
