fixed help command. bot will not longer process server commands for disabled modules. a few minor fixes

moved server commands to ircbot_commands.js, tweaked module system, added module enabling/disabling per-channel

added help information for all (most) commands, ghost exits for unlinked rooms, categorized commands for group disabling/enabling, verbose zone editor display (now with colorz!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!)

added global items file, support for zone editing/saving/restoring, in-game room editing and smart room linking

Added auto-update feature for interbbs service. *** NOTE: auto-updates are enabled by default in server.ini. If you wish to disable auto-updates, change the autoupdate value to false ***

increase socket recv buffer to accomodate (slightly) larger files. use base64 encoding/decoding to transfer files (why it works now and didnt before, i still dont know).

TODO: fix scrollbar (or convince <name> to fix scrollbar)

Graphic.putmsg() will no longer scroll an extra line when wrapping a run-on "word", nor will it scroll to an empty line at the end of a string.

set node_action at shell startup/enter chat/exit chat. post intercepted node messages & telegrams to chat room (or notify that messages are waiting). part all chat channels when logging off.

removed unnecessary redraw calls, some display tweaks and fixes, removed "email target" menu (now handled by "email" menu)

added notification & chat message alerts, moved clock to upper right corner, removed mini logo, added clock colors to user settings, added node activity to right window
