It appears I had the idea to make the CantPost text.dat string a format string
before, but never quite finished that change (e.g. made the change to
email.cpp and text.dat too).

This is helpful when auto-starting a download using the user's pre-selected
default download protocol, reminds the user to start the appropriate transfer
protocol on their end (when necessary).

Goes along with the previous commited fix to issue #767

If this key doesn't exist, the default value is used

So it's not a big deal if your ctrl/attr.ini file is missing or doesn't have
any particular key in it.

SlyEdit: In SlyEdit_Misc.js, check to see that xtrn_area.editor[user.editor] is an object before using it.  Should help with #755.

More support for multi-languages

Of particular interest is DoYouMeanThisUserQ since it wasn't a mnemonic
string before.

The string numbers for the last couple strings were wrong, corrected.

new_install needs to be 'true' to auto-run the config wizard

So KOSTEN means "cost" in German, sort of the opposite of FREE. Maybe
"!KOST" would get the point across?

Making it more obvious *where* the referenced file has already been uploaded.

Some BBS programs (e.g. Synchronet v2) or possibly old offline message readers
don't deal well with long-line messages. So add a per-user option to word/line
wrap message text.

Thanks for the reminder fusion @ CFBBS!

This blindly accepts whatever authentication the remote offers, but
does not log into the BBS, dropping the user at the login prompt
instead.

xtrn.ini: For SlyEdit, the "Support UTF-8 Encoding" is now Yes.  Also, updated the ARS to "ANSI AND COLS 80"

Most DOVE-Net subs were already configured this way, but not all.

With this change, it's important you don't try to use a newer text.dat with an
older sbbs (and perform a ;UPLOAD sysop operation).

Previously, each file's size in (k)ibibytes was displayed, which is not very
modern of us. Use the byte estimate (e.g. "1.2M") strings intead.

Because we can. :-)

Also updated some durations, lowercase unit designator, and added some
more server section comments.
