Do not email multiple duplicate error messages

I woke up to over 500 new, duplicate email messages that resulted from an error condition that was logged to error.log

The error is

term 0032 !Node 1 status is WFC, but the node socket (29) and thread are still in use

One email should be enough to prompt the sysop to check the error.log file for further occurrences of the reported error.
